In Chapter 3, I traced the development of cultural initiatives from the late 1960s to the late 1980s, noting the gradual development of a coherent approach and a constituency of practitioners. After the failure of the flawed structural attempt to address intercommunal relationships in the Community Relations Commission (1969–74), the approach grew out of the strength of informal initiatives at community level, moving from simple contact work in the 1970s to focused community relations work in the 1980s. As Chapter 3 noted, by 1986 the realisation was growing that the approach could benefit from a more strategic and higher profile format. These keywords were added by machine and not by the authors.
