All studies of contemporary Sri Lankan politics identify the ‘anti-Tamil riots’ of 1983 as a critical marker in inter-group conflict. The episode was followed by an increase in the abuses and excesses that have come to characterize the conflict in both the inter-group and intra-group arenas, most evident in human rights violations by military and paramilitary forces. The episode was also followed by a rapid militarization of the conflict 1 and a consequent increase in the size, number and strength of Tamil paramilitaries; further decline in the rule of law and democratic institutions; and an increased censorship and propaganda (Rotberg 1999; Gamage and Watson 1999; Hyndman 1987, 1988; Leary 1981; Hoole et al . 1990; Rubin 1987; Marino 1987).
