This article provides a broad overview of the literature on international non-government organizations (INGOs). The first section presents a historical overview of the rise of INGOs and other non-governmental cross-border ties. It then reviews the definitional debates and research on whether, why, and when these non-governmental bodies grow in importance to the conduct of global affairs. It also looks at the ways and conditions these non-governmental bodies matter.
