Founded by Alexander in 331 BCE as a trade city, Alexandria soon became the capital of Egypt and developed the institutions of an independent city. The code of city laws was probably created some time after the foundation of the city, perhaps under Ptolemy I Soter, although there is no direct evidence for this.
