State‐owned enterprises (SOEs) refer to an ensemble of organizational forms with property rights exercised and controlled by government entities. They are closely intertwined with the balance of economic, social, and political objectives of the state in different spatial‐temporal contexts. Scholarly debate over the nature and performance of SOEs has strong implications for understanding the controversial relationship between property rights and economic efficiency, and the ideological contention between neoliberalism and state capitalism.
