The failure of law enforcement agencies in a Southern community to play their role to the satisfaction of Negroes results in the formation of a private organization to perform certain police duties. Because such an organization violates the dictates of traditional Southern mores which give a monopoly of power to whites, the issue becomes a wider one than merely the proper performance of the police role. It is translated into a confrontation between a force for social change opposed by counter-forces dedicated to maintaining traditional mores and the existing distribution of power. This confrontation results in a more satisfactory role performance by police, a redistribution of power, and a lessening of the authority of traditional mores in the community
