The divisive social consequences of the open door policy, combined with dissatisfactions generated by the blocked Sadat peace initiative, produce broad if still inchoate domestic opposition to the fundamental policies of the Sadat regime. In such a changed climate the weakened welfare dimension of Free Officer rule and the coalescence of elements from a wide spectrum of opposition opinion may prove crucial in diminishing the ability of Egypt's present ruler to carry the country with him in his economic and foreign policy reorientations
