Polemizando com a análise de Guillermo O'Donnell, centrada na idéia da democracia delegativa, o autor sustenta que o estilo político de Carlos Menem não tem caráter populista mas deve ser visto como um fenômeno político novo, ligado à situação de emergência econômica na Argentina a partir do final do governo Alfonsín.Against Guillermo O'Donnells well-known analysis centered on the idea of a delegative democracy the author holds that the political style of Carlos Menem is to be seen in its novelty rather than as an outcome of Argentine's populist tradition. Menem's style should be understood as an answer to the economic crisis at the end of Alfonsinas presidential rule
