Present day concern with food supplies, especially in the face of the uncertain balance between food and growing population and its relation to international unrest, directs our attention immediately to those factors which in any way prevent dynamic agricultural development. Such barriers may be largely technical in character, that is, they may ultimately reduce themselves to the problem of introducing to under-productive areas the latest in machinery, fertilizers, or methods of rotating husbandry. Nevertheless, it would be foolhardy to assume that the obstacles end on that level. Mass dissemination of information concerning new techniques alone will not solve what may be a problem woven into the social and economic structure of many areas of the world
