Programs of technical assistance and community development create culture contact conditions which are particularly well suited to the study of change. The contact situation is narrowly delimited and it is easier to identify the agents of change, the pressures for change and the results of the contact. The study here reported in preliminary fashion is an attempt to capitalize on such a research situation in northern Nigeria. Here, among the Hausa, the British Colonial government instituted a program of resettlement, health improvement and economic development. The Anchau Scheme, as it was known, was initiated in 1937 and continued with diminishing intensity for the next decade. Since 1948 the area has received no special attention. These facts about the scheme contributed to the decision to study it, for they provided one condition frequently lacking in previous case studies. The assistance program was old enough that its ultimate effects, rather than just its immediate effects, should be evident. The price paid for the advantage of studying the end results of the contact was, of course, the necessity of reconstructing the operational phase of the program
