When less-developed societies face the problem of needing skills which they lack among their own people, they seem to go about meeting this lack in two different ways. When faced with a shortage of skills, some societies tend to import, while others are prepared to adopt. By importing, I mean that they obtain, in one way or another, outsiders having the needed skill. These persons, individually or as a group, are set up in the host country and begin operations. The imported technician performs his services, and the product of his services, rather than his skills in themselves, are absorbed into the receiving economy. Initially at least, there is little if any transfer of skills to persons of the host country
