Ishino and Donoghue1 have written a number of papers recently on their restudy of 13 villages in Japan. These dealt primarily with the land reform and economic development following World War II. In this paper, the authors shift emphasis from the land reform to another major change in rural Japan related to development, the village-town amalgamation (gappei). Others2 have concentrated research efforts on hamlet and village units, but have not dealt with political or social ramifications of the recent amalgamations. One objective of this paper is to indicate the importance of the political and administrative dimensions of changing Japan and to point out fruitful areas of inquiry
