Shortly after beginning a study of the organization and administration of sheltered workshops, we became aware of a dilemma peculiar to these workshops as a class of organizations; namely that their work has two distinct sets of consequence. In one sense, work is an economic activity which involves the workshops in many of the operations of typical business organizations; these economic aspects of the production activities have been reported elsewhere. But the work also provides opportunities for client rehabilitation and thus may have important consequences for modifying client behavior
