This article is concerned with the process of industrial decentralization as it is illustrated by an electronics factory located on the Zuni Indian reservation. Research conducted during the summer of 1973 indicates the necessity for understanding the cultural demands of a new industrial work force as well as the functional prerequisites of industry. Through direct interviews with the current Zuni and Navajo workers, analysis of industrial personnel records, and interviews with tribal and BIA planners, a view emerges of how the factory has been successfully established. The research indicates some of the worker-manager conflicts which have arisen and some of the mutually satisfactory solutions which have been developed. For planners the point is clear: successful industrial decentralization requires (1) an awareness of cultural and/or subcultural differences between workers and managers and (2) the establishment of mutual accommodations in personnel policies which are satisfactory to both workers and managers
