This paper employs an ethnographic approach to reveal the dynamics of the process of implementing a community crime prevention program in a particular locale. It reveals that sociocultural factors affect the local definition of appropriate action and that when local definitions and program goals are discordant, sorely needed crime prevention programs may be rejected. These findings should be useful to those in policy making positions and in program planning and implementation roles
