Information from Hispanic parents, students, and teachers concerning the behavioral differences between Anglo and Hispanic children was used to generate a behavioral rating scale. Two hundred and sixty-two children from four ethnic groups (Latino, Mexican, U. S. born Spanish surnamed, and Anglo) were rated by thirty-nine Spanish-bilingual teachers using this rating scale. Though substantial differences among the ethnic groups' behavioral ratings were noted, socioeconomic variables may have been more pervasive than ethnicity in accounting for most of the negative perceptions about Mexican children. This is a critical finding since bilingual programs often assume that language and cultural variables are primary in matching student traits with educational treatments. Data on Ramirez and Castaheda's (1974) rating scales of field dependent and field independent behaviors indicate that such measures may not adequately distinguish between these two types of behavior
