Traditionally, peasant studies have emphasized thepolitical oppression ofruralcommunities, aphenomenon that appears intrinsic to peasant societies. The condition of Costa Rican peasants, however, violates this empirical norm. In Costa Rica, the interplay of community-nation forces takes place within a democratic framework, and peasant communities possess strong local leadership. This paper traces the assumption of broker status by peasant leaders, examines how brokers operate in a typical rural community, and explores the implications of broker activity upon the economic development of rural Costa Rica
