Conflict and environmental docility models are used to analyze the impact of ethnicity, architectural design and internal politics on community formation in a HUD-subsidized development for Black, Cuban and White English-speaking elderly. Four interlinked levels of community participation (dyadic friendships, ethnic subcommunities, Tenant's Council political factionalism, and the community-of-the-whole) are discussed with particular reference to the roles of culture brokers, the Tenant's Council's relationship to the external political structure, and the unique psychophysical and social conditions of the elderly. Suggestions are made for the application of research results to future housing design
