In 1977 the introduction of 200-mile economic zones for fishery control changed the whole character of the fishing industry in the North Atlantic, with far reaching economic and social consequences for the communities that depended in various degrees on fishing. The authority of international bodies concerned with conservation and regulation measures was undermined and international intervention became problematic in the face of growing national enforcement contingencies. Fishery-dependent regions and nations would rapidly decline without stringent conservation measures or constructive action to provide compensation and alternative industrialization. These policy issues are examined with respect to their implications for various North Atlantic and European Economic Community (EEC) nations that vary in their relative dependency on fishing. The particular situation of Mallaig, a fishing village on Scotland's west coast is examined with reference to these policy contingencies
