In the Beginning was a Strike. Undocumented Workers' Strikes and the Appropriation of Conflictual Routines

Resumo
On the basis of ethnographic research into the case of four strikes between 2017 and 2019, this article examines the labour strikes of undocumented workers, supported and organised by the Confédération générale du travail (CGT). For a long time, these strikes appeared to be 'improbable mobilisations'. This article aims to shed light on them by revealing the extent to which they stem from the appropriation of conflictual routines. The strikes delineate an institutional landscape that integrates the issue of undocumented workers into an economic, social and regulatory framework, by putting it on the trade union and political agenda. While removing certain obstacles to the collective protest for undocumented workers, the appropriation of conflictual routines allows the accumulation of activist resources, and the opening of spaces of negotiation. Thus, the recent labour strikes by undocumented migrants appear less improbable and more characteristic of strategic action, in the absence of genuine labour migration policies.
