This systematic review examines the effectiveness of the "Housing First" approach for homeless individuals with mental health and substance abuse issues. Traditional "treatment first" programs require abstinence and psychiatric treatment as preconditions for housing. In contrast, "Housing First," inspired by the Pathways to Housing model, prioritizes immediate access to private housing with varying levels of support. The review analyzes the efficacy of "Housing First" programs, including hybrid models that combine housing with services. The findings support the implementation of "Housing First" in Quebec, recommending diverse housing options and interventions
