The abundance of water is mentioned in many historical descriptions of Canada. Settlers and administrators had to adapt to the environmental characteristics of the colony. As the State tried to improve waterway navigation, it came up against a lack of resources that lessened its capacity to modify the environment. Unlike in other French territories, it focused its efforts on the rivers and prioritised the adaptation of practices over the transformation of the environment. These water management measures reveal the importance of local initiatives and the contrast between political discourse and concrete achievements
