An analysis of the historic process of formation of the brazilian unit, questioning historiographic approaches on the theme, and trying to identify the reasons of the initial adoption of an administrative pratice characterized by dispertion. Then, an analysis is established on the conjuncture where the unit was proposed, installed and consecrated, trying to understand each socio-economic and politic-ideological implication which acted in the process of formation of the national State
