It was scarcely surprising there that Captain Stirling chose as the capital of the new settlement a site midway between the known limits of likely agricultural development and the harbour town of Fremantle, and on the colony's first commercial line, the Swan River itself. Western Australia was founded as a colony of individual private enterprise, and all early decisions concerning it, including the siting of the capital, reflected and embodied this motivating force. The 250 or so investors (including Captain Stirling) who took out land grants in the first decade of settlement shaped the physical contours of town and rural development and established the community's moral, social, spiritual and legal characteristics, not for that decade alone by for subsequent generations of Westralians of all classes. Visiting Perth in 1891 Gilbert Parker, a seasoned traveller, was strongly reminded of 'the days of William IV'; and R.E.N. Twopeny's 1880s observation 'It cannot be too thoroughly understood that Australia is before everything a money-making place' echoes George Fletcher Moore's belief, expressed in 1835, that in Perth money can make money. Money - brought out from England or acquired in the colony - gave power and status to men who possessed it; and the men who possessed it in Perth for much of the nineteenth century were deeply conservative about social relations and the nature of politics. As one of them wrote to the Perth Gazette
