Government and Elite in Late Colonial Mexico

OLONIAL MEXICO WAS A SOCIETY of Orders or Estates. According to Roland Mousnier, stratification and status in such a society are determined by the privileges, functions and comparative esteem of the various estates rather than by the hierarchy of economic class or relation to the marketplace.1 New Spain presents a complicated variant of this type of society in that the functional distinctions of Europe were replaced by an ethnic stratification based upon the five Estates of Spaniards, mestizos, mulattoes, Indians and blacks. These categories indicated only the approximate genetic character of an individual and are best regarded as definitions of civic and fiscal status.2 As descendants of the conquering nation, Spaniards constituted the noble estate within this colonial scale, exercising a virtual monopoly of all appointments in Church and State. By the close of the eighteenth century, however, through natural increase, intermarriage and the silent intrusion of mestizos and mulattoes, this stratum had come to comprise about i8 percent of the Mexican population.3 Defined by occupation, at least three-quarters
