The inability of the French political and administrative systems to control the urban development, gave rise, in the middle of the sixties, to the movement of the " Groupes d'action municipale ", which, by means of inventive methods of action, has attracted new social groups into political action. Its influence has been more particularly developed among catholics and new social groups such as technicians and professionals. However is this movement anything else but a stage in the process of renewal of the old community elites
