We have underestimated the chances of the South. It is good, for a journalist and for others as well, to have the opportunity to acknowledge this. We did not believe in Monsieur Diem, but in two years of eflort he has dispelled this pessimism. We may not like the political style of the r'gime or find in the personality of its leader certain traits which displease us, but is it still our business? In spite of all our reservations, a reality emerges here which we can no longer ignore: the Republic of Viet-Nam has taken substance as a State. We must fully take into account its existence and its importance.'
