and whales, China appeared to be indeed. The nation had been cut off from the outside world for nearly three years by the chauvinistic passions of the Cultural Revolution. On arid shores once populated by Confucians, Levenson glimpsed two new adversaries: the older intellectuals who had been exposed to Western culture before 1949, and Chinese students born after 1949. The first, he saw as stranded while their accusers and persecutors were the equally pathetic stranded whales. Both minnows and whales, in Levenson's view, had been wounded by this most recent Maoist experiment in mass mobilization. Though his own sympathies were unabashedly on the side of the minnows, he tried to fathom what the future might hold for the beached whales as well. It is a credit to Levenson's informed imagination that he could envisage a day in which older, Western-trained intellectuals and Cultural Revolution youths alike would rejoin the world on the cosmopolitan tide. That day has now arrived. Hundreds of thousands of young, middle-aged, and senior intellectuals are currently returning to an active life after the ravages of the Cultural Revolution. China's official policy of sending students abroad and of increasing access to foreign languages
