E ARLY IN JUNE 1985, six months after the failure of Sri Lanka's All Party Conference (APC), a weary prime minister, Rajiv Gandhi, remarked in the French press: En fait, ce sont deux terrorismes qui sont en action la-bas: celui des forces sri-lankaises qui perdent leur sang-froid, et l'autre.' This judgment merits expansion for Sri Lankan specialists and students of subcontinental affairs. Informed readers will know of Sri Lanka's continuing slide into military conflict between government forces and Ceylon Tamil guerillas, or militant separatists.2 Despite the cease-fire of 18 June 1985, attacks and counterattacks still occur, and the likelihood of Sri Lanka's reverting to a situation of civil war, or what might be called mutual terrorism, remains high.3 This paper seeks to examine the role of the Ceylon Tamil militants and the Sinhalese armed forces in the attempt to resolve the separatist issue by military means.
