THE PHILIPPINES REMAINS A PREDOMINANTLY RURAL NATION. The majority of Filipinos live in the provinces-in villages and small towns. While the percentage is declining, a majority of people also still earn their living in the rural sector.' And to a disproportionate extent the nation's economic health is dependent on the local production levels and international prices of agricultural commodities such as coconut products, sugar, bananas, pineapples and rice. Unfortunately, these fundamental facts are all too easy to ignore. In the frenzy of political activity over the last three years the voices of the rural dwellers have seldom been heard. The political debate has been monopolized by the politicians, the military, and the cause-oriented groups. Outside the Philippines attention has been riveted (quite understandably) on the activities surrounding a series of elections and an even more numerous series of military coup attempts.2 The drafting of a new constitution, its ratification, successive elections for legislators and local officials, and the
