to the mandate of East Timor's Commission on Reception, Truth and Reconciliation (CAVR) was the identification of state and non-state actors involved in perpetrating gross human rights violations. The commission had to determine who was responsible for the violations and to assess their level of responsibility. The commission also had to issue recommendations on how various actors responsible for the violations were to be held accountable. The commission's assumption was that findings on responsibility and follow-through procedures for accountability were crucial to promoting reconciliation between former adversaries.1
