The National Education Workers Union is the main speaker of the government to elaborate the policies for the basic education system. At the same time, it has a decisive influence on the teachers as a powerful socialization agency, and in key aspects of their professional and labour lives. This article explores, through the analysis of 14 interviews with intermediate leaders, the effects of a series of processes of change in the union life, as well as in the public education sphere. During the government of Salinas de Gortari (1988-1994), the union modified its statutes introducing more plurality and giving extra power to the sectional committees as a means of adapting to the imminent decentralization of the education system. The analysis describes the characteristics of this union level, and makes an interpretation underlining the tension points and existing ambivalence in the responses of the subjects regarding topics on education
