Qualifications of men and administrative procedures. This article looks into the forms of bureaucratic control exercised over administrative personnel and public finances in China under the early Song dynasty (960-1279), a centralized State dominated by civil servants. Emphasis is placed on the kinship between procedures, a consequence of formalization of the information that circulated between the basic units - prefectures and sub-prefectures - and the center. The formalization of the evaluations of men and goods resulted in a lasting and swollen machinery of control : for civil servants, the processing of information had become an essential part of their work, and this paper reality came to be as important as the facts themselves
