Reform policy and industrial policy. Work collectives were created in Hungary after the failure of the early attempts at reform of the economy from 1968 onwards. They are groupings of workers in an industrial enterprise organized in semi-autonomous production units which undertake sub-contracting and so offer their members a second paid activity. They represent an original means of reintegrating the «second economy» (the organization of parallel economie activity based on the flexibility of small production units) into the larger, more concentrated sector of the major industrial enterprises in order to solve the chronic problems of manpower shortage, under-used resources and demoralized workers
