New restrictions on the possibility of effective forecasting and planning of the future and use of traditional \ntechnologies for developing strategies, due to the high rate of generation of scientific knowledge and \nrelated technological changes are analysed and discussed. The reasons for the instability of traditional \nmanagement systems, irrationality and ineffectiveness of management decisions are considered. Basic \nfoundations of optimistic development strategies and necessary procedures for their coordination of \ninterests are proposed
