Political Networks and Corruption Networks in Naples». Luigi Muse lia [39-55]. The judicial investigations on «exchange voting» and corruption in Naples reveal the importance taken in these practices, since the 1980's, by the political personalized networks. These networks link a political leader (head of a parti or a trend) to local elected representatives, managers, voters. They are maintened by continuous exchanges (bribe for allocation of a public contract, job for voting). This situation is contemporary of the apparition of a new political elite, less dependent upon the parties. It attests the weakening of party structures, in the benefit of political enterprises essentially based on personal relationship
