O autor critica as noções de engenharia social e planejamento econômico como formas modernas de aplicação da antiga idéia de que a ação política é uma ação individual em escala aumentada. Afirma que as sociedade tomam decisões e as executam de forma diversa à escolha individual e que, portanto, a concepção de racionalidade baseada no ator individual não consegue explicar a ação política. O autor argumenta que, dada a fragilidade da lógica instrumental em política, a justiça proporciona uma motivação alternativa para a reforma política. A partir da análise do surgimento do welfare state e da extensão do sufrágio, mostra que as principais reformas políticas deste século não se apoiaram em razões instrumentais. Ao contrário, foram defendidas por movimentos sociais ancorados em uma concepção de justiça que tinha por base o direito não instrumental à igualdade de consideração e respeito, incluindo a igualdade de participação nas decisões políticas e no bem-estar material. Sendo assim, a motivação para suportar os custos de transição e experimentar diversas modalidades de implementação de uma reforma política decorre não de seus resultados, mas da percepção de que o princípio a ela subjacente é justo
