As Políticas De Luta Contra a Pobreza Na Periferia De Buenos Aires, 1984-1994

Na Argentina, como em outros países da América Latina, no contexto dos anos 80, de crise e pauperização, implantou-se políticas de luta contra a pobreza, acompanhando os planos de ajustes econômicos. Aqui analisam-se três destes programas, desenvolvidos no conurbano de Buenos Aires, onde se concentrava a maior parte da população pobre. Cada programa reflete modos diferentes de pensar a nova questão social e o papel do território no tratamento da pobreza. Este artigo questiona até que ponto estas políticas territorializadas recriam as novas formas de solidariedade e de cidadania. The policies for fighting against poverty in the Periphery of Buenos Aires, 1984-1994 Marie-France Prévôt Schapira In Argentine, as in other Latin American countries, in the context of the 80s, of crisis and pauperization, policies to combat the poverty resulting from adjustment policies werw set in motion. The article analizes three of these programs, implemented in Buenos Aires conurbation, where the majority of the low-in-come population is concentred. Each program reflects different ways of viewing the new social issue and the role of territory in treatment of poverty.
