The crisis, revealed once again by the events in Brazil’s Senate, forces us to acknowledge the existence of institutional distortions that have accumulated in the Brazilian political system over decades. The oligarchization of the main Parliamentary institutions – whose members are chosen by elections based on an old-fashioned system of proportional representation – is evidence of this. One of the bases of this crisis is an increasingly wider gap between the representatives and those they represent, together with the acknowledged frailty of political parties and of the party system itself. The oligarchization of Parliament is combined with Executive offi cials elected by a majoritarian system that follows a “delegative democracy” model
