T HIS PAPER attempts (1) to evaluate the scientific adequacy of the concepts bipolarity and multipolarity; (2) to reformulate those concepts; and (3) to redirect the debate over bipolarity and multipolarity in light of the evaluation. The thesis of this paper is that the two concepts, as they are presently used in the discipline, are scientifically inadequate either because they lack an empirical referent or because they fail to exhibit any verified explanatory power, and that these problems can be eliminated by the use of an issue politics paradigm
