The public employment exchange and other government measures to stimulate labor mobility have commonly been advocated as important means for a successful attack on the problems of unemployment and adjustment to structural changes in the economy. Readers of this article may be surprised to learn, therefore, that in Italy internal migration is severely limited by law and that the public labor exchanges function to inhibit, rather than to facilitate, the movement of workers, even within local labor markets. Such legislation, Professor Clark concludes, may be an important contributing factor to Italy's chronic unemployment and slow rate of economic growth. (Author's abstract courtesy EBSCO.)
