effect of union policies on worker productivity is an industrial relations issue that is both pervasive and chronic, but probably never more so than in the construction industry. Contentions that various union rules do or do not restrict output in this industry, however, often are unsupported by acceptable evidence, since other factors affecting productivity vary so much from one construction job to another. In the study reported in this article, the author was able to minimize the influence of factors other than certain union rules on the skill and efficiency of journeymen asbestos workers. The results, he states, confirm that union policies can have a restrictive effect on productivity. (Author's abstract courtesy EBSCO.)
