A T their meeting on April 27, 1737, the lieutenant governor and council of Virginia were disturbed by the news that Gentlemen going by the names of Mr. Hubert & Mr. Mackircher [have] lately arrived here under pretence of traveling through his Majesty's Plantations on the Continent, but have produced no Letters or other Credentials Manifest what their business is. To the board it seemed that at this time when His Majesty's plantations on the Continent are threatned with an Invasion by the Spaniards it may prove of dangerous Consequence Admit Strangers too easy an Access whereby they may have oppertunity Discover the Strength and Scituation of our ports & Harbours. They therefore delegated two of their more accomplished and diplomatic members, William Byrd II and John Robinson, to discourse with the said Two Strangers and Endeavour find out their Quality their Business here and what place they are bound.' On being interrogated, the travelers produced letters of introduction from Lord Baltimore various persons of prominence in Maryland. They described themselves as agents of the French Farmers-General intending purchase tobacco in Virginia and Maryland for shipment France via Great Britain.
