As our knowledge of social institutions in the Soviet Union advances with the expansion of cultural and educational exchange between East and West, it is becoming evident that trade unions in that country play a much more significant role than was often attributed to them. One of the areas in which they have an important function is in the administration of social insurance benefits to active members of the labor force. In this capacity, as an instrument of the state and party, the unions serve primarily to promote labor discipline and increase worker efficiency. This article traces the history of the unions' social insurance function, describes the relationship of the social insurance system to trade union structure, and discusses the extent and significance of the unions' social insurance activities in Soviet industry.
