Fact-finding, as one of the traditional tools of government to adjust labor disputes, is evaluated in this study on the basis of a survey and analysis of the experience of the states. It is concluded that the device, if sparingly employed, may be useful to its purpose but can easily become a hindrance to effective collective bargaining if invoked indiscriminately and with too much frequency.
