If the argument of this article has merit, much of the current concern and legislation with respect to internal democracy and the locus of political power in unions may be directed to the wrong target. By formal constitutional standards, many American unions are democratic in the sense that they have adopted the forms and processes of public for the conduct of their internal affairs. But, according to the analysis presented here, power in American unions tends to accrue to those who negotiate and administer the agreement. This article describes the structure of this other collective bargaining government and analyzes its relationship to the internal of the union. The usefulness of the concept of dual as an analytical tool is illustrated by a discussion of its applicability to such problems as membership participation in union programs, the functions of union leadership, and the loss of vitality in local unions.
