In this article one of the country's foremost authorities on social security undertakes a basic reappraisal of our federal old-age insurance system. He points out that, although there is substantial consensus on the accomplishments to date of OASDI, there is little agreement as to what the future goals of the system should be. He offers several proposals for improving OASDI in the immediate future and also suggests a definition of the program's ultimate objectives in terms far more concrete than are usually employed. Finally, he demonstrates the need for re-evaluating the balance which should be struck in OASDI between the principles of equity and adequacy and points to opinion surveys as an important but neglected tool by which to measure benefit adequacy.
