combustion machine. It does not itself make the process work, but without it there is considerable wasted effort, misdirected motion, and eventual breakdown. We are not surprised to note, then, that in recent years multiple attempts have been made to improve the output of the decision-making process by upgrading the quality of available pertinent information. This is particularly true in the United States in efforts to meet the needs of the cities. Amidst mounting urban problems and increasing governmental involvement, there is an on-going development of sophisticated means to rationalize the decision-making process. Central among these means is the generation and utilization of indicators. Social indicators, quantitative data that serve as indexes to socially important conditions of the society,'I have become a topic of widespread interest recently among politicians, administrators, and academicians. Proposals for drawing up social accounts and presenting social reports are heard in many circles today
