Dividing the cases into three categories, involving Communist activity, refusals to testify, and security risk cases, this study examines arbitration awards published between 1945 and 1961 which dealt with these problems. Regarding the first category, the author finds a shift in arbitrators' attitudes, probably reflecting more general attitude changes in the United States. In cases involving refusals to testify, the awards indicate an ambivalence also characteristic of public reaction to this problem. Of the reported cases resulting from the government's industrial security program, the great majority of them ended adversely to the employees involved. (Author's abstract courtesy EBSCO.)
