Prevention in Development Policies : The Case of the French Protectorate in Morocco, Rémi Baudouï. The notion of crisis isn't easily used in urban history even though the other social sciences as well as political and economic history use it freely. As for urbanists and planners, they use it all the time to justify their practical choices. The case of the development of Moroccan colonial cities is particularly enlightening. For Lyautey and his team, dividing cities up between native space and colonial space was one way of preventing crisis
